Program Overview

Focuses on the protection of the City's sanitary sewer collection system and water reclamation facility. This is accomplished through site inspections, the monitoring of Significant Industrial Users (SIUs) and hundreds of smaller industrial and commercial sites, and through a comprehensive grease management program.

The City’s Water Reclamation Facility (WRF) collects wastewater from homes, commercial buildings, and industrial facilities and transports it via City's wastewater collection system, then to the treatment plant.  Here, the WRF removes harmful organisms and other contaminants from the wastewater so it can be discharged safely.  Generally, Publicly Owned Treatment Works (POTW) are designed to treat domestic wastewater only. 

POTWs also receive wastewater from industrial users.  The General Pretreatment Regulations establish responsibilities of federal, state, local governments, industry, and the public to implement Pretreatment Standards to control pollutants from the industrial users, which may pass through or interfere with POTW treatment processes, or which may contaminate wastewater sludge.

Pretreatment

Pretreatment is the removal, reduction, or alteration of pollutants in industrial wastewater prior to discharge or introduction into a POTW.  Metal finishing and related operations are a common source of industrial wastewater in Florida, which typically requires treatment prior to discharge to a wastewater facility.

When a Pretreatment Program Is Required

In general, a pretreatment program may be required if the WRF receives discharge from Significant Industrial Users and the WRF discharges to either surface waters of the State or various reuse systems in accordance with the requirements of Chapter 62-610, F.A.C. 

Pretreatment Program Goals

  • To prevent the introduction of pollutants into the WRF which will cause interference with its operation
  • To prevent the introduction of pollutants into the WRF which will pass through the wastewater facility, inadequately treated, into waters of the State
  • To provide protection for both public health and welfare and WRF workers
  • To promote beneficial reuse and recycling of domestic wastewater and residuals from the WRF

Significant Industrial Users (SIUs)

Industrial Users subject to categorical pretreatment standards; (2) An Industrial User that discharges an average of 25,000 GPD or more of process wastewater (excluding domestic wastewater, non-contact cooling and boiler blow-down wastewater); contributes a process waste stream which makes up 5% or more of the average dry weather hydraulic or organic capacity of the treatment plant; or is designated as such by the FDEP on the basis that the Industrial User has a reasonable potential for adversely affecting the WRF’s operation or for violating any pretreatment standard or requirement.
